A campaign is the top-level entity that holds the objective, budget strategy, and special ad category. Once published, the objective and special ad category cannot be changed.

Creating a campaign

Open the Campaign Builder

Click + Campaign on the canvas.

Choose a platform

Select Meta.

Set the objective

Pick one of the 6 ODAX objectives from the dropdown. This choice drives all downstream fields.

Name the campaign

Enter a descriptive name.

Set special ad category

Choose NONE unless the campaign falls under Credit, Employment, Housing, or Social Issues/Elections/Politics.

Configure budget

Toggle between Daily Budget and Lifetime Budget. Enter an amount (min $1). Enable Campaign Budget Optimization (CBO) to let Meta distribute budget across ad sets automatically.

Choose bid strategy

Available options depend on the objective (see table below). If the strategy requires a bid amount (Cost Cap, Bid Cap, Min ROAS), an additional Bid Amount field appears.

Set status

Default is PAUSED; switch to ACTIVE to go live on publish.

Save

Click Save. A campaign node appears on the canvas. No API call is made yet.

Campaign Budget Optimization (CBO)

When CBO is enabled, the budget is set at the campaign level and Meta distributes it across ad sets. When CBO is off, each ad set has its own budget.

All fields are configurable: name, objective, special_ad_categories, budget_type, daily_budget, lifetime_budget, bid_strategy, bid_amount, status, start_date, end_date, CBO.
